Will protection or dumping duties benefit or harm the Indian Steel Industry?
For commodity products such as H R Coils or billets or wire rods etc protection in some form would definitely be of help. If injury can be proven objectively, then there is justification immediately.
However across the board duties or levies or restrictions , such as the Nov 2008 circular restricting entire chapter 7208 are uncalled for. With appropriate alternatives , whether by quality or commercial , not being available such measures will be counter productive. In fact they would bring to a halt projects due to non availability , which will arise out of non viability.
Unfortunately while the government has initiated dumping action against a dozen countries , there is no opinion sought or representation made by fabricator associations/actual users or trade bodies. Strongest possibility that like earlier, across the board restrictions will be implemented and post such action we will see representations for reversal.
Even the restriction on import of Coils has been extended to plates but no actual user has reacted in writing to any govt body.

Domestic steel producers are able to fetch approx. 25000/- per Mt, ex factory prices ($520), which is much higher than most CIS producers who are able to obtain only $400 per Mt in their own domestic markets. Therefore, Indian producers who claim to be the lowest cost producers should be very very happy with the current situation.
There is no case for implementing anti-dumping duties on any steel product.

Mr. Sanjiv, Why should actual users should bothered regarding restrictions when they are getting Russian or CIS origin good quality HR Coils/Plates with proper certifications from ex-stock at much lower price on 60-90 days credit basis from people like Shah Brothers or other stockholders
Can you please explain that after restrictions on import of HR Coils/Plates, how traders are importing more & more material
